State of conflict

• Several newsrooms shared a letter from Mayor Jim Kenney refusing to declare a state of emergency for gun violence in Philadelphia. Councilmember Jamie Gauthier led the response. Some are now calling the mayor a coward. [NBC Philadelphia/Medium/The Philadelphia Inquirer]

By the numbers

• This week’s Philadelphia Police citywide major crimes report shows 44 people shot in the city during the seven-day period ending Sunday. But the city’s official data set — also maintained by police — shows 75 shooting victims during the same period. [Google Drive/Open Data Philly]
